The instructional design process focuses on what the learner "needs to know", they are not focus on "nice to know".
Well designed instruction save time and money which based from the case study, from 45 days in length, they can reschedule the course to 9 days. The key point is define the problem and then determine the knowledge and skills needed to solve the defined problem.
Do not focus on the content perspective during the scheduled time. Instructional designer has to look from problem perspective and how to solve the problem using needed skills and knowledge. Divide the tasks into small chunks and measure the outcomes based on assessments for each chunks.
