For engineering education, the engineering society in malaysia has been pushing for OBE since the last decade, it will be nice to be able to see what are the fruits of those efforts. however, having just enough knowledge and skill addresses the effectiveness issue but not so much on efficiency issue.

Yes and selecting the right models. Check DACUM and other related ones.

OBE as you said has been an agenda of the many programmes. Some have addressed them well. At some point DACUM was used with other ID models for a more effective Competency -based learning process.
