The rule-of-thumb is 80% planning, 20% execution. That's how I understand the Instructional Design should be, a well-planned design. In order to do so, an instructor has to have a clear vision of what the trainees/students should know in order for them to be more equipped to perform their work. The ID should be well focused on what they "need to know", and covering what "they don't know that they need to know". It's not always about the content, but about how the content being absorbed in their minds. If this is thought through, the duration of the training session could be reduced tremendously like in the case of AT&T.

Yes, I agree that the instructor has to have a clear vision of what the students should know.
