According to the case, from my point of view, Alpha adopts "poly-centric". 

For instance, 

1. they encourage employees to think like CEO's and empower them to reach their fully potential. Based on the case, HR as a strategic business partner because they believe people are the foundation of the business, they determine the future.  

2. Even though localize the workforce is hampered by many reasons, they still strives to staff locally because of the knowledge of local market and environment. It avoids language, cultural barriers as well as political risks. It also provides more opportunities from within for local employees to be competitive globally. 

However, the decreasing attractiveness of IT as a career in the developed countries with less and less people choose to study IT, and in some countries the poor perception of Indian companies as employers of choice. In addition, some managers at its overseas subsidiaries believe there is too much of centralization and when it comes to decision making, it is more India centric than global. 

Above indicates the limitations, therefore, I would recommend geo-centric approach to Alpha, that is, as long as the employees have required skills, it doesn't matter about where they from. Despite locals, international employees at host countries could also provide visions and creativities.
