for multinational companies, I recommend a decentralized HR approach in managing their subsidies. this not only will help the company adopting this approach to overcome the push-pull relation between headquarter and its subsidies, but it also, will lead to better results in terms for each subsidy to manage its HR activity based on their local culture and workplace norms, rather for setting them by headquarter and imposing them internationally!
